When the area where clothing is optional spills over into surrounding areas such as trails, parking lots, textile sides of the beach, etc...
I know what you mean. I've been to a number of C-O beaches wherein the line between the textile and nude side is not really defined, and it's more about historical custom. There are always a naked guy or maybe a nude couple or two that really stretch and are daringly located on the textile side. It's as though the set a new boundary, so laying out naked near them in a sea of younger, clothed females feels a bit shocking and exhilarating at the same time - more than being deep within the nude area surrounded by nudists.
I can think of one beach in particular where there is a clear and large boundary, yet I have witnessed the occasional male walking around in that boundary and even a female once topless. I suppose since people are aware of a c/o area nearby the spill over is acceptable. The most extreme case I have witnessed is where the c/o section of a river was a mile away from the parking lot yet on a week day there were a couple and a few males nude with maybe 50 or so others completely clothed.
